The history of DIXIM is intertwined with the trajectory of its CEO, João Henrique Martins, a political scientist specializing in crime control through an economic approach to crime. He has over 22 years of experience in the field such as:
- 2022 to 2026 – Doctoral student at the Institute of International Relations (IRI) of the University of São Paulo, where he develops research on methods of monitoring transnational illicit markets between South America and Europe.
- 2021 – Specialist consultant to the Secretariat for Multidimensional Security of the Organization of American States (OAS).
- 2019 – Develops the Census of Illicit Transnational Markets, financed under the PMI Impact program, being one of the 29 international projects of the 2nd round.
- 2014 to 2018 – Consultant to the FIESP Board of Directors on public security and the prison system. He conceived and structured FIESP's Observatory of Illicit Markets, as the entity's anti-illicit market policy.
- 2012 – Qualified in Financing Organized Crime and Terrorism by the Federal Bureau Investigation (FBI).
- 2010 – Associate researcher on security policy at the Public Policy Center at USP, he worked in research on criminal disorder, criminal networks and illicit markets.
- 2007 – Specialized in Management of the European Criminal Justice System (2007) by USP and European Forum for Urban Security (EFUS) by the Special Secretariat program of the Presidency of the Republic and the European Union.
- 2006-2009 – Master in Political Science from the University of São Paulo (2009), in which he developed research on the impact of contemporary crime on the performance of public security agencies in New York/USA, Bogotá/COL and in the states of São Paulo and Minas Gerais in the 1990s and 2000s.
- 2005 to 2013 – Officer of the Intelligence Center of the Military Police of SP working in the management of public security and prison system crises during crises related to criminal factions. He holds three police decorations, 1 for operational action and 2 for intelligence support actions.
- 2005 to 2013 – Professor at the Barro Branco Military Police Academy and at the Center for Advanced Security Studies (CAES) of subjects related to Intelligence and security policies, in the Military Police Intelligence technical courses, police graduation and post-graduation.
- 2003 to 2005 – Graduated in Social Sciences at the Faculty of Philosophy, Letters and Human Sciences at USP.
- 2000 to 2003 – Graduated in Police Science from the Barro Branco Military Police Academy.
